This maybe be due to one of the following options:

• You need to equip a Belt
• You are currently carrying as many potions as you can with the belt equipped

If you are not drinking floor potions despite missing health:

• You may have 'Automatically drink health potions when belt is full’ toggled off in the Settings Menu
