Can I spend Passive points in the Mastery trees?

Upon selecting a Mastery you unlock the full Passive tree for your chosen Mastery. You also unlock the ability to put points into the other Mastery Trees up to the chain at the halfway mark.

You must spend a minimum of 20 points in the Base Passive tree before you can spend Passive points in the Mastery Trees.
